I don't think I have any problems with my Chinese. I am writing in English because it's faster. I guess you need to improve your English, but more importantly, to change your attitude towards life, otherwise you won't be happy and successful anywhere in the world. To continue the arguement, I didn't say you "hate to pay for drugs" in my posting. I said "If you...". BTW, it's wrong to think that receiving government assistance is a lack of dignity. Don't forget we are all tax payers... I don't want to comment too much on this topic, but I just don't want you to convey the wrong message to the immigrants-in-waiting. Ask for government assistance if needed and there is nothing wrong or shameful about it. After all, it's Canada! (It's sad to see new immigrant committed suicide in Toronto some time ago because he couldn't handle the pressure and didn't seek government help.)
You are also giving misleading information about the job market in Canada. I don't know what distinction you are trying to make between 技术工人 and 技术人员. In my company we have recent Chinese immigrants who used to work for Huawei, Nokia, Konka, China Mobile as engineers, and they are now engineers or even senior engineers in Canada. They made more than ¥5000元 in China, and now they are making more than C$6000 per month in Canada. I also interviewed people from China who claimed they were engineers. But after a brief conversation, I knew they were not, even though they had engineering degrees from leading Chinese universities.
I don't think your friend has a 会计证书. To work as an accountant in Canada, you need to be a CGA or equivalent and you MUST have a degree at least. But you said the courses he/she took are non-degree courses. I assume you are talking about bookkeeping, which is very different. Bookkeeper is an entry-level job, and doesn't need a degree.
