The Access Centre can help internationally trained and educated individuals find out how to qualify for professional practice in Ontario. The centre exists to support newcomers to the province on the path to practice in the regulated health professions in Ontario.

With regards to your inquiry:

To practice medicine in Ontario, whether as a family practitioner or specialist, International Medical Graduates (IMGs) must have all the Canadian postgraduate qualifications required for an Independent Practice certificate from the College of Physicians and Surgeons of Ontario (CPSO). The CPSO is the self-regulating body for the province's medical profession. Visit www.cpso.on.ca for more information.

The requirements for an Independent Practice certificate are:
1. A medical degree from an accredited Canadian or U.S. medical school or from an acceptable medical school listed in the World Directory of Medical Schools.
2. Parts 1 and 2 of the Medical Council of Canada Qualifying Examination. (www.mcc.ca)
3. Completion in Canada of one year of postgraduate training or active medical practice, or completion of a full clinical clerkship at an accredited Canadian medical school.
4. Certification by examination by either the Royal College of Physicians or Surgeons of Canada (RCPSC, www. rcpsc.medical.org) or the College of Family Physicians of Canada (CFPC, www.cfpc.ca).
5. Canadian Citizenship or permanent resident status or a work visa.

International Medical Graduates (IMGs) may obtain an Ontario postgraduate residency training position by applying to the Canadian Residency Matching Service (CaRMS). In order to access all Postgraduate Year 1 (PGY1) residency positions including Family Medicine, IMGs must apply to the Canadian Resident Matching Service (CaRMS) and compete for available positions. Please note that obtaining a residency training position is a highly competitive process. To be eligible to apply to CaRMS you must be a Canadian Citizen or Permanent Resident. Please visit the CaRMS website at www.carms.ca to review the full list of eligibility requirements.

When applying to CaRMS, IMG's must decide whether or not to be assessed at the PGY1 level through the Centre for the Evaluation of Health Professionals Educated Abroad (CEHPEA). It is not mandatory to be assessed; however, most of the program information that is available through CaRMS states that IMG's are highly encouraged or recommended to be assessed.

CEHPEA CE1 Update:
The PGY1 assessment exam that is offered by CEHPEA is called Clinical Examination 1 (CE1). Starting March 2011 the Comprehensive Clinical Examination (CE1) will be replaced by the National Assessment Collaboration (NAC) Objective Structured Clinical Examination (OSCE) which will be administered by the Centre for the Evaluation of Health Professionals Educated Abroad (CEHPEA). The NAC OSCE is a national, standardized examination that tests the knowledge, skills and attitudes essential for entrance into postgraduate training in Canada.

If you have completed the CE1, please note that it is valid for 3 years. Valid scores can still be used when applying to residency training positions.

To apply for the NAC OSCE you must have passed the MCC EE examination and other requirements such as language proficiency listed on CEHPEA’s website. Please visit CEHPEA's website (www.cehpea.ca) for further updates on eligibility requirements and examination dates. For more information on the NAC OSCE please visit http://www.mcc.ca/en/NAC/

Please note that all IMGs that receive a training position must sign a Return of Service Agreement with the Ontario Ministry of Health and Long-Term Care. Please visit www.health.gov.on.ca/english/pro ... mg/serv_agreem.html for more information.

For more information about the requirements to practice medicine in other Canadian provinces, please visit www.img-canada.ca.

For inquiries about obtaining citizenship in Canada please visit Citizenship and Immigration Canada. Visit the link below to locate a Canadian Visa office in your area: http://www.cic.gc.ca/english/information/offices/missions.asp

Please see the attached brochure of Access Centre Services.

For more information about the path to practice in Ontario, it is recommended that you discuss your options with an Access Centre advisor. If you have questions feel free to contact the Access Centre to schedule an appointment: email AccessCentre@healthforceontario.ca or call 1-800-596-4046 and press "1" for the Access Centre.
