Partly people just choose what is familiar to them. Most people are not attracted to what is strange or distant. Most people prefer not to feel like a foreigner. People who go to live in America or Canada are not going there for the cultural experience usually, they are going there because of money or education or citizenship or some other practical goal. Westerners who go to live in Asia (except for the CEOs who seem to have no idea what they are doing over there) are often choosing to go someplace because it is different from where they come from. But as the economic balance shifts, that will likely change.
