关于Classified elsewhere的疑问

在0213的Classified elsewhere，还有一些职业，有人回复说是不属于0213，只是个link提供方便选择其他职业的，但我还是很有疑问。
请高人帮忙分析一下，如何利用Classified elsewhere的职业呢。多谢了

以IT职业申请的职业目前只有0213，classified elsewhere 中列出的不属于紧缺职业。

这是我的理解，classified elsewhere 的确不属于紧缺专业，如果把自己的duty完全描述成classified elsewhere里的内容，那应该就不行了。
但根据这句话: ”depending on the specifics of the main duties performed“， 说明classified elsewhere的这些职位名称，虽然title不是0213，但如果main duties performed是符合0213的，那么也是符合要求的。关键看什么duty了，所以这个不确定性在depending on the specifics。

我这样理解对吗

CIC判断一个申请人是否符合紧缺职业，首要的是看这个申请人工作的main duties是什么，只有main duties 相符合，才有资格申请。TITLE不是主要的，但是在填写申请表时，只能填0213， 别的CODE不可以。
