some universities can translate it for you. some don't. but you will have to pay for them for the stamping service for sure. they charge almost the same. no big difference. i did that, so i know.
the translation is all done by yourself. of course you can ask the staff to have it done for you, but it's not free and usually not worth that money. it's nothing a hard work.
