There could have minimum requirements (but not as high as you thought) for all the subjects that you mentioned above. However, acceptance is strongly dependent on number of applicants.
English test is frequently needed to ensure one has sufficient communication skills. In terms of French, I have no idea. During 3-year program , you must take some language class in both English and French and have to succeed in English Exit test before graduation.
As far as I know, there isn't any interview before getting accepted to our department.
