新收到的关于退款的邮件

各位版主，新手到的移民局给我发的关于退款的邮件，内容如下：
Hello,

This letter is in reference to your Federal Skilled Worker (FSW)
application for immigration to Canada.

The
Jobs, Growth and Long-term Prosperity Act
became law on June 29, 2012.  Under this legislation, Federal Skilled Worker (FSW) applications made before February 27, 2008, were terminated by operation of law if a selection decision had not been made by an immigration officer before March 29, 2012.

You have been affected by this provision and your application is one which has been terminated by law.  The immigration processing fee(s) paid for your permanent residence application and, if applicable, any Right of Permanent Residence Fee (RPRF), formerly called the Right of Landing Fee (ROLF), paid for your permanent residence application, must be returned to you by law.

Fees will be returned in the form of a cheque from the Receiver General of Canada made payable to you as the principal applicant, unless you request that fees be returned to someone other than yourself.

The cheque will be issued in the appropriate currency known to be accepted in the country where it will be sent.  The final amount will be calculated based on the exchange rate on the date of the payment.

In order for these fees to be returned to you as quickly as possible, you must do the following
within 60 days of the date on this letter:

Complete the
“Return of Processing Fee, Right of Permanent Residence Fee or Right of Landing Fee”

If you provide a mailing address within China on your
“Return of Processing Fee, Right of Permanent Residence Fee or Right of Landing Fee”
form, please
provide translated mailing labels as follows:

two (2) sticker labels with your mailing address in Chinese; AND
§
two (2) sticker labels with your mailing address in English;
§
mailing address in English should be in following format:
−      
Your Name
−      
P.O. Box/mailing address
−      
City, Province, postal code
−      
Country name

Completed
“Return of Processing Fee, Right of Permanent Residence Fee or Right of Landing Fee”
form, with all required information, as well as your
translated mailing labels
must be returned to Citizenship and Immigration Canada (CIC) via postal mail to:

有以下问题：1.我要把退款表格打印后要寄到加拿大移民局吗？
                       2.退款表格section B必须要填写吗？还是可以不填？
3.退款表格需要本人签字吗？如果section B不填写的话，在哪里签字？求教了

1.我要把退款表格打印后要寄到加拿大移民局吗？ 是的，填好打印出来邮寄到cic

2.退款表格section B必须要填写吗？还是可以不填？ 如果收款没变的话，还是主申请人收款的就不用填写了。

3.退款表格需要本人签字吗？如果section B不填写的话，在哪里签字？既然section B不满足要签名的话，又没有要求签名的地方，那就不用签咯。

我就是对那个mailing lable搞不清楚，原来是要中文、英文各2张可粘贴的标签，我还以为是以前那种中英文的普通标签4张呢，呵呵。
