The "U"- turn can be considered a violation as described in article 310 of the Highway Safety Code, which stipulates that all drivers must obey posted signs. A driver cannot do a U-turn at an intersection where a sign prohibits it or on a road marked with a solid line since it is prohibited to cross such a line. On the other hand, the "U"- turn is authorized at intersections where there is no sign prohibiting it.

I have been driving in Quebec for twenty odd years and as far as I know a U-turn is allowed if there is no sign prohibiting it. I don't think there are many opportunities to make a U-turn down town, it's easier to go around the block. Montreal drivers are not patient and if you stopped in the left lane waiting for a chance to turn around, I think you may be ticketed for impeding the flow of traffic. But if it can be done safely without slowing traffic, I don't think you'd have a problem.
