Safety is always the first priority here. That's why you should pick up speed immediately when the traffic light turns green, and you should pass the intersection with caution under the amber light when you find it's unsafe to stop, and you should drive over speed limit when other drivers are all doing so.
Left turning vehicles should yield the right-of-way to the car approaching the intersection from right side. That's why they should make the left turn when the light turns to yellow. Otherwise, they will inhibit the traffic.
About scanning, it's always something you should do consistently whenever you are driving. Your feelings that there are not so many things to scan doesn't necessarily imply you shouldn't be doing so.
Here in Canada, every driver is supposed to be a defensive driver, who should be dedicated to preventing him endangering other drivers and protecting him from any potential risks. You would end up with a significant loss if you are not protecting yourself effectively.
