请教补料信要求的stay permit

收到补料信，要求提供居住证明：
missing document(s):
1.photocopy of a valid stay permit for a duration of at least one year(as student or worker)in the country where you have resided.
查了一下论坛上以前的帖子，有人没出过国，也被要求提供这个材料。这个要提供哪些材料呢？我们主申在国外呆过几年，付申没出过国。但看官网的要求，应该只有现在居住在国外的（reside and have resided for one year）才需要这个材料啊：

Applicants who reside and have resided for one year or more, in a country other than their country of citizenship, must enclose with their application:
