Martin Briggs never saw it coming. Neither did his boss, Ben Matin.
Briggs has lost his job. Matin stands to lose his business – Powerline Plus – in the wake of Toronto Hydro’s decision to chop 1,000 or more jobs in its own operations and those of contractors like Powerline.
Toronto Hydro cancelled contract work, and is preparing to lay off staff; the Ontario Energy Board reduced its planned spending on renewing the Toronto’s power grid by two-thirds for the next three years.
Energy minister Chris Bentley says the system is working the way it is supposed to.
But it has spelled disaster for Powerline Plus, a company with 300 staff whose only business is working for Toronto Hydro.
Owner Ben Matin said the company can’t afford to sit idle.
“If it doesn’t start within a month or so, we’re bankrupt,” he said. “Not just me, but other contractors.”
Employee Briggs, a lineman for three decades, said the layoff was a shock. Workers had been assured as recently as last week that the company’s status was secure.
“I’m probably going to have to sell my house, because I don’t see any employment opportunities in the Toronto area.”
He’ll likely move west – he’s worked in western Canada and the U.S. in his 31 years as a lineman. His wife, who recently lost her job as a daycare worker, is also looking for work.
Toronto Hydro has predicted the cutbacks will lead to more and longer power outages – a prediction Briggs agrees with – but the energy board dismisses that scenario as “not credible.”
Meanwhile, energy minister Chris Bentley has no intention of stepping in to mediate between Toronto Hydro and the energy board, which he says is supposed to be an independent regulator.
“The system is doing what it’s supposed to do,” he said.
“We have an independent (energy) board so they can hear the evidence…and make a rational, reasoned decision,” Bentley said.
He said the energy board has approved “billions and billions” of dollars worth of investment in the hydro system over the past decade.
“You want to take the politics out of these decisions,” he said. “They made a decision here and that’s what they’re supposed to do.”
That’s cold comfort to Briggs, or to Ben Matin, who has owned Powerline Plus since 1990.
Standing in Powerline’s yard, crammed with idle equipment on Wednesday, Matin said the sudden end of the work is “devastating.”
On Monday, he started laying off most of his staff of close to 300. He acknowledges he wept as many of them filed through, handing in their equipment. They’re gone now, and he doesn’t know what happens next.
The company bought 16 specialized trucks in the past year, vehicles with price tags starting at $250,000.
Based on Toronto Hydro’s forecast of work getting busier than ever for the next three years, Powerline Plus also set up a second work base.
Now, it’s all in limbo.
Matin says he doesn’t want to take a legalistic approach to resolving the company’s dilemma.
“This is not my nature,” he said. “I don’t like to bite the hand; but it’s my livelihood. I put 20 years of my life in here.”
He says, however, he would like to have a “friendly chat” with Toronto Hydro executives about what comes next.
And he’d like the energy board to reconsider.
“The OEB has to give Toronto Hydro another chance for a hearing,” he said.
(The energy board has said Toronto Hydro can re-apply for additional funding, although not in the proceeding the company had requested.)
Matin said the board can’t take a narrow perspective.
“And the OEB has to pay attention to the impact on society. If I lay off 240, 250 – times four, for their families – and suppliers: trucking, asphalt, cable, transformers. Everything is a domino effect. This is not just Powerline.”
The union representing Toronto Hydro employees is also worried, and warning that it will fight layoffs of staff workers.
“It’s my expectation that no staff at Toronto Hydro be laid off,” said John Camilleri, president of CUPE Local One.
“There’s a lot of work to be done, and there has to be some compromise where 1,000 people don’t lose their jobs.”
Camilleri said it’s up to the province to resolve the current conflict between the energy board, which regulates rates, and Toronto Hydro. The province can issue policy directives to the energy board. 谢谢lamjin。恩,将来的生活肯定不容易啊
