Certain groups of foreign-trained workers will know within a year ofapplying for certification whether their training will allow them towork in Canada, the federal government said Monday.
Beginning in December 2010, foreign-trained architects, engineers,financial auditors and accountants, pharmacists and registered nurseswill be among the groups that fall under the new framework, Minister ofHuman Resources Diane Finley said in Toronto.
“It used to be that it could take two years after someone got herejust to find out where and how to get their credentials evaluated,”said Finley.
"We recognize how important it is for newcomers to put theirtraining and their knowledge to work here in Canada…. It's vital forthem, and it's vital for their families and it's vital for our economy."
The move is meant to deal with the problem of professionals whoreceived their training outside Canada working at jobs that don't makeuse of their skills.
Statistics Canada says six out of 10 immigrants work in jobs in a field differing from the one in which they worked in abroad.
In addition, 42 per cent of newcomers between ages 25 and 54 have ahigher level of education than their job requires. For Canadian-bornemployees, that figure is 28 per cent.
Media reports have long highlighted the problem of doctors workingas pizza makers or cab drivers, for example. Many provinces andterritories are struggling to make do with too few physicians,especially family doctors.
Doctors are among the second group of professionals that will be covered under the one-year timetable by the end of 2012.
However, the NDP’s citizenship and immigration critic, Olivia Chow,said Monday the federal initiative is not comprehensive enough, andisn't being instituted soon enough.
“I urge the government to speed up the process of recognizingforeign credentials. The majority of the professionals won’t seeconcrete results until December 2013. That is a long time to wait,”Chow said in a release.
The new system is a joint effort of federal, provincial andterritorial governments, which will work in concert with professionalregulatory bodies, colleges and universities to ensure certification,said Finley.
