技术移民申请费可以托加拿大的朋友在线支付吗？

请教：
官方是这样说明的：
"If you are in Canada1. You can pay your fees onlineYou will need:

[*]Adobe® Acrobat Reader software [*]a printer [*]a Visa®, MasterCard® or American Express® credit card, and [*]a valid email address. When you are finished, you must print a receipt of payment and include it with your application. Be sure to print the actual receipt, not the “payment confirmation form” page"


只能是申请者现住在加拿大（比如说留学生），要办理移民，才可以"pay the fees online"？，不能帮中国国内的申请者付费吗？
