【急！求助】RPRF上海 汇票缴费 问题
我今天刚刚去了一趟中国银行，想要办寄到receiver general for Canada的RPRF汇票。但是柜员跟我说，他们不给办，因为现在外汇局限制有移民倾向的外汇出境。（我是在法国申请的couple 的Quebec skilled worker，面试也在法国，但之后的资料都是回国以后寄到北京大使馆的）
我又看了好多帖子，基本上另外的办法无外乎两种：
一种是人民币寄到北京的加拿大使馆，但是我收到的通知明确表示必须用CAD，不能用RMB
一种是在cic网站的pay your fee入口里在线用信用卡交，但是我打开RPRF - resident outside Canada的时候，那上面的提示信息却是要求联系本地签证部门咨询缴费办法。
然后我又给签证处打电话：
010-51909817这个电话一直没人接
010-51394449这个电话每次都能接通，接通以后就是蜂鸣声，只能挂掉
我现在彻底不知道咋办了。。。

谢谢 我爱你豆豆！ 我今天去九江路上的支行办，也说没问题，但是当时签字的两个负责人都在开会，所以没办成，才去了中行在上海的总行。
你说的这个帖子我也看过，收款人是“Canadian Consulate General”，但是这个收款人在我收到的所有邮件和邮件里提供的链接里都没有看到过。
而且这个帖子里的汇票是寄到香港去的，我的是寄到北京，发给我的邮件里关于RPRF 的缴费原话是这样的：
For clients in China, all fees for following services must be paid in Canadian dollars (CAD). International certified cheques, international bank drafts and international postal money orders in Canadian dollars must be in the exact amount and made payable to "the Receiver General for Canada". They must be valid for one year and must be negotiable through a specified Canadian Bank branch.
所以我今天收款人信息才填的是这个。然后才碰到了那个让我啼笑皆非的解释，说你这是资产转移。。。我心里OS：980 CAD的资产转移。。。巨额啊。。。
我还专门打给中行的热线电话询问这事儿，说明这是缴费，但我得到的答复还是，你这是资产转移，我就无语了。
另外上面那段话的要求，说汇票必须一年有效期，但是我今天问的时候，中行的人说，汇票只有半年有效期。今天弄了一上午，也没弄出个所以然。郁闷的要死。 你先将VO让你交RPRF的那个邮件贴上来，咱们先一字一句地，当英语课文读一遍。 本帖最后由 elliott828 于 2013-10-12 08:39 编辑

然后解答你的问题：
1、你的案子由北京发签证，北京以前是接受中国邮政人民币汇款和加元汇票的，但现在登陆费这项不接受邮政汇款了，只接受加元汇票；而CIC网站的在线交款不适用于北京大使馆审理的案子。
2、汇票收款人是the Receiver General for Canada（to 豆豆，这个收款人名称跟香港案子是不同的）。
3、中行那个回答是不对的，不要跟他们纠缠了，找建行、中信、招行办去！ 本帖最后由 elliott828 于 2013-10-12 11:30 编辑

我在联系中信。今天中午也去一趟招商。
请问汇票上除了收款人是the Receiver General for Canada之外还需要写上别的附加信息（比如注明RPRF之类的）吗？
另外我贴在上面的Fees的那段里面说，汇票有效期必须是一年。如果有效期是半年的是不是就无法通过？ 本帖最后由 ikura 于 2013-10-12 12:55 编辑
建议找大的网点，我就是上海的，从没碰到你这种问题。陆家嘴地铁出来那边的中行，交行我都办过汇票，你就说海外汇票，他们才不管你要干啥，开给谁（你要给谁是你的事情）。那边都还挺熟练，特别是交银大厦下面的网点，服务超赞。中银大厦那个网点相对交行的差点。 本帖最后由 elliott828 于 2013-10-12 13:47 编辑
我是在中行的上海分行办的，服务态度也很好，就是不给办，一看到the Receiver General for Canada就不给办了。
我现在打听到招商银行是可以办的。

中行上海分行是哪里？好奇中，外滩那边？你这个情况挺奇怪，交行问我啥用途，我说海外定居，没任何问题办下来了。 我说的是移民缴费。她说不给办。。。

现在唯一不确定的就是现在办下来的汇票是半年有效期的，但是我的邮件里要求是一年有效期。
不过也是在没办法了，问中行，中行也只有半年有效期。

这个问题我也纠结过一下，但是实际没有遇到。我认识的几个移友都是交行办的，都顺利下签了，
实际解付时间会那么久吗?你了解下现在的进度吧。 不会的，规定是这么说，实际上都是三下五除二就划款了。
